Charles Richard Sumner

1790-1874. Bishop of Winchester. Brother of J.B. Sumner,* he was educated at Eton and Trinity College, Cambridge, ordained in 1814, and was made a royal chaplain by George IV who had a high regard for him. In 1826 he was consecrated bishop of Llandaff, which post he held in conjunction with the deanery of St. Paul's, and in 1827 was translated to Winchester. Although a convinced Evangelical, he voted for the 1829 Catholic Emancipation Bill (against the king's wishes) and later regretted it. In 1850 he strongly protested against the restoration of the Roman Catholic hierarchy. Sumner established new churches and poor schools in his diocese and improved the lot of agricultural laborers. Among his writings are the Ministerial Character of Christ Practically Considered (1824) and an edition of Milton's De Doctrina Christiana. He resigned his see in 1869.
