Barrier Act

1697. Passed by the general assembly of the Church of Scotland, its aim was the prevention of hasty and ill-considered legislation which, although appearing at the time to be of value, might prove in due course to be prejudicial to the church's best interests. Thus it was decreed that before any acts were passed which are “to be binding rules and constitutions to the Church,” these after approval of the assembly should be remitted to presbyteries for consideration, and for report to the following year's assembly, “if the more general opinion of the Church thus had agreed thereto.” The Barrier Act is relevant only in matters affecting the doctrine, government, worship, and discipline of the church.
